Cryptography and related fields such as cryptosystem engineering, chip and hardware security, software and system security, network and communication security, data and content security, privacy protection, AI security, industrial control and IoT security, as well as distributed and cloud computing security (including blockchain technologies) are all closely related to cybersecurity.

2026 Overseas Outstanding Youth Program
1. Project Overview
The Outstanding Young Scientists Fund (Overseas) initiative aims to attract and encourage overseas young scholars (including non-Chinese ethnic foreign talents) who have achieved notable accomplishments in natural sciences, engineering, and related fields to return to China for work. These scholars will be empowered to independently select research directions and conduct innovative studies, fostering the rapid growth of young scientific and technological talents. The program seeks to cultivate a group of outstanding academic leaders with the potential to reach the forefront of global science and technology, thereby contributing to the development of a strong nation in science and technology.
II. Applicant Qualifications
The following conditions refer to the 2025 application guidelines, and the final version will be based on the guidelines issued in 2026.
1. Applicants for the Excellent Youth Science Fund (Overseas) program must meet the following requirements:
(1) Comply with the laws and regulations of the People's Republic of China, possess sound scientific ethics, and consciously practice the spirit of scientists in the new era;
(2) The date of birth is on or after January 1, 1986;
(3) Possess a doctoral degree;
(4) The research focus is primarily on natural sciences, engineering technology, etc.;
(5) Applicants must have obtained a formal teaching or research position at a renowned overseas university, research institution, or corporate R&D department between receiving their doctoral degree and the 2026 application deadline, with at least 36 consecutive months of work experience. Those who earned their PhD overseas with exceptional academic performance may qualify for a relaxed work experience requirement (this does not apply to PhDs obtained through Sino-foreign joint programs). Applicants holding a domestic paid position during overseas work will have their domestic tenure excluded from overseas work experience calculation.
(6) Achieve peer-reviewed scientific or technical accomplishments recognized by experts in the field, with demonstrated potential to become an academic leader or outstanding talent in the discipline;
(7) The applicant has not yet returned to China (or come to China) for full-time employment, or will return to China (or come to China) for employment after January 1, 2025. Upon receiving the funding notice, the applicant must resign from overseas employment and return to China (or come to China) for full-time employment for no less than 3 years.
2. Limitation Requirements
Implement the relevant requirements for the coordination and alignment of national science and technology talent programs. A single program at the same level can only undertake one application, and cross-level applications are not permitted.

4. Worry-free Employment
High-level initiation and continuous empowerment: Provide full-time higher education faculty positions in public institutions, elite professor positions, establish a green channel for direct recruitment of doctoral supervisors, and confer doctoral supervisor qualifications. For those who have entered the Haiyou Association evaluation but have not yet passed, priority recommendation for application to talent positions (public institution positions) may be granted.

Tianjin University (Tian Da), formerly known as Beiyang University, was founded on October 2, 1895, and is the first modern university in China, pioneering modern higher education in the country.
