The School of Cybersecurity at Tianjin University was established in 2017 and was approved in 2024 as one of the demonstration projects for the construction of a first-class cybersecurity academy by the Central Cyberspace Affairs Commission and the Ministry of Education (one of 16 nationwide). The school has master's and doctoral programs in first-level disciplines and boasts a strong academic atmosphere, rich industry-university-research cooperation resources, and a steady stream of talented students. Project Overview
The Outstanding Young Scientists Fund (Overseas) aims to attract and encourage outstanding young scholars from overseas, who have achieved good results in natural sciences, engineering, and technology, to return to China (or come to China) for work. These scholars can independently choose their research directions and engage in innovative research to promote the rapid growth of young scientific and technological talent. The goal is to cultivate a group of academic leaders or outstanding talents who are likely to enter the forefront of global science and technology, contributing to the construction of a strong technological nation.
The application deadline for this year’s project is September 15, 2025.

Applicant Requirements

  1. Applicants must meet the following criteria:
    (1) Abide by the laws and regulations of the People’s Republic of China, possess good scientific ethics, and practice the spirit of the new era of scientists.
    (2) Born after January 1, 1985.
    (3) Possess a doctoral degree.
    (4) Research directions mainly in natural sciences, engineering, and technology.
    (5) Since obtaining their doctoral degree, applicants must have held a formal teaching or research position at a renowned overseas university, research institution, or enterprise research and development organization, with at least 36 months of continuous work experience before September 15, 2025. For those with exceptional achievements obtained overseas, the work experience requirement may be appropriately relaxed. (This does not apply to those who obtained a foreign doctoral degree through joint cultivation programs between China and foreign institutions). During their overseas tenure, applicants who also hold a paid position in China will not have their domestic work experience counted towards the overseas work requirement.
    (6) Achieve research or technological accomplishments recognized by peer experts and have the potential to become an academic leader or outstanding talent in the field.
    (7) Applicants should not have already returned to China (or come to China) for full-time work, or they should have returned after January 1, 2024. After receiving the funding notice, they must resign from their overseas position and return to China (or come to China) for full-time work for no less than 3 years.

  2. Restriction Requirements
    Follow the national science and technology talent program requirements. Only one project of the same level of national science and technology talent program can be undertaken, and applicants cannot apply at a higher level than allowed.
    For applicants who have applied for the 2025 Outstanding Young Scientists Fund (Overseas) but did not meet the conditions at the time of application due to timing issues, but now meet the conditions for the new batch, they may apply for the new batch. Other applicants may not submit a duplicate application in the new batch.
    Applicants who have already applied for other national science and technology talent programs for 2025 cannot apply for the Outstanding Young Scientists Fund (Overseas) in the new batch.
