The School of Cybersecurity at Tianjin University was established in 2017. In 2024, it was approved as part of the "Top-Level Cybersecurity Academy Construction Demonstration Project" by the Central Cyberspace Affairs Commission and the Ministry of Education, one of only 16 institutions nationwide to be selected. The school offers master’s and doctoral programs in cybersecurity, with a strong academic atmosphere, abundant industry-university-research collaboration resources, and a rich pool of talented students. Program Overview

The Excellent Young Scientists Fund (Overseas) aims to attract and encourage overseas outstanding young scholars (including non-Chinese foreign nationals) who have made significant achievements in fields such as natural sciences and engineering to return to China (or come to China) and carry out innovative research in their chosen fields. The fund promotes the rapid growth of young scientific and technological talents and aims to cultivate a group of excellent academic leaders with the potential to reach the forefront of global science and technology, contributing to the construction of a technologically strong nation.

Applicant Qualifications

Applicants should meet the following criteria:

1. Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and adhere to the spirit of the new era of scientists.

2. Born after January 1, 1985.

3. Hold a Ph.D. degree.

4. Research focus should be on natural sciences, engineering technologies, or related fields.

5. After obtaining a Ph.D., applicants should generally have gained formal teaching or research positions at well-known overseas universities, research institutes, or corporate R&D organizations, with at least 36 months of continuous work experience. In exceptional cases, applicants who obtained their Ph.D. abroad and have made outstanding achievements may have the work experience requirement waived. (This does not apply to those who obtained their Ph.D. through joint international training programs.) Work experience in domestic paid positions while abroad will not count toward the overseas work duration.

6. Have recognized scientific or technological achievements acknowledged by peers, with the potential to become a leading figure or distinguished talent in the field.

7. Applicants should not have already returned to China (or come to China) for full-time work, or if they have returned after January 1, 2024, they must resign from their overseas position upon receiving funding notification and work full-time in China for no less than 3 years.

Program Limitations

Applicants may only participate in one national-level talent program of the same rank. Applicants for the 2025 Excellent Young Scientists Fund (Overseas) who meet the conditions of the new batch may apply for the new batch of projects if they previously did not meet the criteria due to time-related issues. Applicants may not submit duplicate applications in the new batch.
